Abstrak :

This study aims to review the implementation of e-Levy as a non-cash payment system for traders obliged to levy in the traditional market of Surakarta region. The analysis method uses a description approach and a detailed explanation of the phenomenon of business communication platform between entrepreneurs and traditional government bureaucrats of Surakarta city market. Qualitative data collected from in-depth interviews with informants was conducted to explore cases that occurred in the implementation of traditional market e-levy policies in the city of Surakarta. Semi structured interviews of traditional market businesses are deliberately chosen to provide informants with information freely and flexibly so as not to cover the possibility of developing other hidden information to follow up research data and then confirmed with competent sources. The results revealed that the e-levy policy is not fully implemented in traditional market traders even though the non-cash payment system provides many benefits for the Market Management Office of Surakarta city government.  With e-levy there is certainty and guarantee the efficiency and effectiveness of levy withdrawal. On the other hand the e-levy system will encourage traditional market traders to know modern financial management systems including non-payment of cash involving banking. However, for small traders such as street vendors, the e-levy is considered less profitable because it forces them to open banking accounts such as deposits as a technical condition of adopting a system based on information technology.
